Carbania

Carbania is a rather rocky island, created by volcanic activity in the sea over centuries. As such, it has almost no native vegatation and only offers little to live off. Most of the population lives in small towns along the coast of the island, seeing as the inner area is only rocks and sand. The lake; called the "Eye of Carbania" that has formed in the volcanoes crater does not make living circumstances much better. With this little of support by nature, the island makes it's main living off the sea, namely fishing and extracting salt from the water itself.
This also makes it an uninteresting target for the Marines, with little money to be made and no resources to be harvested either. Naturally, the absence of marine forces draws in pirates, who are widely accepted unto the island to hide, as they also mean money for the local market.

Samuel Swarf
Propably one of the richest people in all of Carbania, Samuel has taken special liking to the islands pirate customers. He's the man most people end up dealing with, if they happen to have loot with them that they want to get rid of for quick coin. Or need to get a favour. His name is well known to the marine's records because of his more then questionable business strategies and -associates. But alas, under the island's thick layer of pirates, they can't touch him with reasonable effort.
